In a state of emergency, this urgency applies only to the parties to the notary procedure and should be restricted to the exception requiring the work of the notary.

It may be urgent to conclude a final contract relating to a bank lending.

Not every pre-contract is a ground for urgency. The particular case must be evaluated. Should a builder fail to conclude the contract under the same conditions after the end of the emergency, it could be considered as an emergency.
